Some of the PointerEvent states in EventHandler should be moved to FrameHost |

Issue descriptionRight now we keep pointer events and the capturing nodes in EventHandler which causes this procedure to be per frame. We should have this mechanism per page instead. So we need to move this whole process (and any other code in EventHandler that needs the same per page behavior) to FrameHost to have it per page.
