Background focus on 100% is not proper in 'Animations' section of dev tools.

Issue description

Chrome Version: 49.0.2623.75 Revision 76745cbfbdac04e2fe3204f8b4f96ae7dc6bfcfa-refs/branch-heads/2623@{#561}(32/64 bit)
OS: All(Win-7 Aero Enabled)

What steps will reproduce the problem?
1. Launch Chrome and open Dev-tool on webpage .
2. Press 'Esc' key and click on 'Open tabs' and select 'Animations'.
3. Observe the background focus on 100% 

Background focus on 100% is not proper.

Background focus on 100% should be proper.

This is a non-regression issue seen from M-49 as this is new feature introduced in  49.0.2567.0
