Text field should scroll when caret isn't in viewport after setting value

Issue description

Chrome Version: 49.0.2623.75 Revision 76745cbfbdac04e2fe3204f8b4f96ae7dc6bfcfa-refs/branch-heads/2623@{#561}(32/64 bit) 
OS: All(Win-7 Aero Enabled)

What steps will reproduce the problem?
1. Launch chrome, navigate to http://www.demo.com/ehome/index.php?eventid=29414&
2. Click on search icon, type any word in text box(Suggestions will appear),select any long text by pressing down arrow key.
3. Now press right arrow key and observe.

Cursor is not appear in textbox after pressing right arrow,instead contents on the page gets shifted.

Cursor should appear in textbox after pressing right arrow.

This is a non-regression issue,seen from M-30 series.

Note: Issue is not seen on other browser like Mozilla.

Type "de" and then press the right arrow key.

Summary: Text field should scroll when caret isn't in viewport after setting value (was: Text box does not scroll to cursor position after selecting autocomplete entry.)
Observed problems:

1. HTMLInputElement.value + HTMLInputElement.setSelection doesn't scroll horizontally to show caret in text box
2. Since the site shows popup window wider than main viewport, main viewpoert is scrolled.

Problem 1 is Blink is text field issue and problem 2 seems layout issue, Blink returns different geometry values about element than Mozilla, Blink may or may no return right value but different from Mozillar
