[Regression]: Content of other tab is seen in killed tab after dragging and dropping it

Issue description

Version: 49.0.2623.75 beta 
OS: Ubuntu 12.04,14.04

What steps will reproduce the problem?
1.Launch chrome >> Kill a page[Ex:chrome://settings] using chrome://kill >> Open another tab[Ex:chrome://version].
2.Now drag the killed tab out of window and press Escape key.[Please refer video]
3.Navigate to the killed page and observe.

Expected: Previous page content should not be seen in killed page after dragging and dropping of killed tab 

Actual:Instead content of other tab is seen in killed page after dragging and dropping it

This is a regression issue broken in M45. Will provide bisect info soon.

NOTE: In windows black screen is seen on dragging and dropping killed page

Issue is also seen in 51.0.2665.0 dev linux

That does seem like the mostly likely CL from the bisect range.
I tried the 3 steps and I see the crash page still after hitting escape on 48. Sure it's not a new regression in beta?
