Regression: Blink of scrollbar is seen after hovering mouse on text in 'ssconline.nic.in'.

Issue description

Chrome Version: 49.0.2623.75 Revision 76745cbfbdac04e2fe3204f8b4f96ae7dc6bfcfa-refs/branch-heads/2623@{#561} 
OS: All(Win-7 Aero Enabled)

What steps will reproduce the problem?
1. Launch chrome,navigate to http://ssconline.nic.in/ssc
2. Hover mouse on text under 'Instructions to Candidates' section(As shown in video),observe.

Blink of scrollbar is seen after hovering on text under 'Instructions to Candidates' section.

Blink of scrollbar should not seen.

This is a regression issue,broken in 'M-42', below is bisect info:

Scrollbars always show up on linux, on hover on windows due to hard-coded height for middle iframe.

With respect to comment 2:

In Mozilla Firefox scroll bar stays even after hovering but in case of Linux and Windows it momentary appear and disappear on mouse hovering, kindly see the attached video for Mozilla Firefox behavior.

Thanks for the updated Firefox behavior, but I will mark this WontFix again. Hovering over some of the buttons changes the vertical height of this iframe, which makes the scrollbar appear, moving the mouse cursor away, the styling changes again and the scroll bar disappear. I don't see why the expectation would be that the scrollbar does not blink. It's a consequence of how the content is authored.
