Steps : 
1. Launch Chrome and go to above url
2. Now click on 'English' drop down list on RHS of page

Actual : Misalignment of drop down list is seen.
Expected : Drop down list should be seen properly.
 
This is a regression issue broken in 'M-38' and below is the manual regression and narrow bisect info.
