getUserMedia() error: PermissionDeniedError

Issue description

OS: CrOS veyron_jerry 7986.0.0 / 50.0.2657.0. CrOS oak tot on Mar 1.

What steps will reproduce the problem?
1. Go to https://webrtc.github.io/samples/src/content/peerconnection/pc1
2. Press Start button.

What do you see instead?
A pop dialog showed getUserMedia() error: PermissionDeniedError.

Repro rate:
Always

Other information:
- Linux chrome 48.0.2564.103 worked fine. 
- http://apprtc.appspot.com/?debug=loopback&vsc=VP8 worked fine on veyron jerry and oak.

Status: WontFix (was: Assigned)
Try https://webrtc.github.io/samples/src/content/peerconnection/pc1/ instead. For some reason, the lack of the trailing slash at the end of the URL you mentioned in your original report causes the page to redirect to its http equivalent (you can see this in your screenshot). As of M47 [1], getUserMedia only works over https.
