Recipe properties should infer a valid name

Project Member Reported by martiniss@chromium.org, Mar 2 2016

Issue description

Right now, dotted names ('event.patchset') are not allowed as new-style properties in recipes, because these cannot be used as python argument names. The current workaround for this is to specify a "param_name" to the property.

Maybe we should infer the param name; replace dots with underscores, etc...

See https://codereview.chromium.org/1755593003 for context.
