[mickey] display flicker (ONCE)

Issue description

Google Chrome	50.0.2661.1 (Official Build) dev (32-bit)
Platform	7978.2.0 (Official Build) dev-channel veyron_mickey

What steps will reproduce the problem?
1. Sign in with Monroe connected 
2. Change high resolution to lower one at about:settings (not sure which one.. seems from best to lowest ) 
3. Wait until it revert back automatically  

What is the expected output? 
External monitor display with no flicker 

What do you see instead?
External monitor flicker 
- remove monitor and replug monitor does not help 
- Not able to operate mickey anymore 
- need to reboot to recover
