We should prefetch dependencies when running telemetry on the waterfall

Telemetry is working on add prefetching dependencies from cloud storage. Once the flag lands (as part of https://github.com/catapult-project/catapult/issues/2089 ), we should use it on the chromium waterfall at least on the perf benchmarks and gpu tests.

This doesn't look like a monorail issue. Would you move it to the appropriate project by using the 'Move issue' feature from "More actions" dropdown?

Ah, whoops. That was supposed to be in chromium. Sorry.

I don't appear to have access to the More Actions drop down on Monorail
issues (unless its in a different place than on chromium issues.)
