Steps: 
1. Launch Chrome, go to NTP and open Dev-tool and click on 'Toggle device mode'.
2. Press F1,click on 'Devices' and manually add device with 'Mobile(no touch)' option from drop-down list
3. Now select newly added device from 'Responsive' drop down list.
4. Then select 'Show device pixel ratio ' and 'Show device type' from 'More options' menu and observe.

Actual: 'More options' menu gets hidden behind Dev-tool window after selecting 'Show device pixel ratio ' and 'Show device type' of it.

Expected:'More options' menu should not hide behind Dev-tool window after selecting 'Show device pixel ratio ' and 'Show device type' of it.

This is a regression issue broken in M-50, below bisect info
