Pre-condition: Enable the 'Enable Media Router' flag from chrome://flags.

Steps:
1. Launch chrome and navigate to a NTP.
2. Right click to open the context menu and select 'Cast'
3. Observe the overlay.

Actual: Blue background is not proper i.e. it appear chopped from LHS.

Expected: Blue background should be proper.

This is a regression issue broken in M-49.
