I think it works as intended. If some website aggressively using resources, the memory usage will definitely go up and eventually cause freeze when hits limit. 

I will mark it as won'tfix for now. Feel free to reopen this bug or discuss what I missed. 

This bug has been closed for more than 14 weeks. Removing security view restrictions.
