Non-regression: desktop notifications permission bubble is seen displaced on logging into facebook in incognito mode.

Project Member Reported by radhakri...@techmahindra.com, Mar 1 2016

Issue description

Chrome Version : 50.0.2661.0 (Official Build)
OS : Chrome
Platform : 7978.1.0 (Official Build) dev-channel veyron_mighty, gnawty, peppy, daisy.

What steps will reproduce the problem?
1.Sign in to user and open incognito window.
2.Log into facebook.com and observe the desktop notifications permission bubble.

What is the expected result?
The bubble should point to the lock icon in omnibox.

What happens instead?
The bubble is seen displaced and is not pointed to the lock icon.

This is a non-regression issue as this bubble does not appear in 48.0.2564.116/7647.84.0 (Official Build) stable-channel daisy

This issue is reproducible on Linux and Windows on 51.0.2664.0 (Official Build) only when the home button is enabled in chrome://settings page.

@johnme : Please look into the issue.

Facebook are assuming the home button is not enabled (which IIRC is the default in Chrome, so it's a sensible assumption). Not a bug in Chrome.
(the bubble is shown by the Facebook website, not by Chrome)
