Feature: Sync unpacked extensions that are under development

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/48.0.2564.116 Safari/537.36

Steps to reproduce the problem:
1. Load an unpacked extension into Chrome on one computer
2. Move to another computer, and sign in to Chrome.

What is the expected behavior?
After signing in on the second computer, the unpacked extension from the first computer should get synced to your Google account.

What went wrong?
