There are a few things that could be causing the issue, many of which can be resolved by the below steps. Can you try them out?

1. Test whether antivirus or firewall applications on your computer are causing the problem by turning them off temporarily.
2. Open your Task Manager and make sure you’ve exited out of every instance of Chrome [Windows Only]
3. Uninstall any recent programs, especially programs with names you do not recognize. Some malicious programs may intentionally cause conflicts in Chrome.

I hope that helps! Let us know if it doesn't and please include what exactly is happening and the below additional information:
Chrome version (type chrome://version in address bar)-
Anti-Virus software (Spyware Doctor, McAfee Enterprise, etc.)-

Thanks!
