Regression : Unable to scroll the page horizontally in Emulation Mode

Issue description

Version:  50.0.2661.1 
OS: Ubuntu 12.04,14.04,Windows

What steps will reproduce the problem?
1.Launch chrome -> Go to chrome://extensions 
2.Now Press F12 to open Dev tools -> Click on "Toogle Device Mode" -> Drag Emulation window to L.H.S(Please refer video)
3.Now try to scroll the screen horizontally to view full screen and observe

Expected: Should be able to scroll horizontally in Emulation Mode
Actual: Instead unable to scroll

This is Regression Issue broken in M-50

Manual good and Bad Builds:
Good Build: 50.0.2631.0
Bad Build:  50.0.2632.0

will provide bisect info soon

This did not regress. If you've resized too small before, or zoomed after resizing with the new version, it behaves exactly the same.
