Favicon decoding deschedules the first painting frame on Android |

Issue descriptionVersion: 50.0.2657.0/dev OS: Android What steps will reproduce the problem? 1. Remotely inspect an empty tab on android. 2. Start the timeline profiler. 3. Visit a page with favicons. You can use https://pr.gg/base64/ but it's best to use a local server to ensure the favicons aren't cached. (Note: this page will download and decode two favicons due to https://crbug.com/112941 ). 4. Notice the icons are decoded during the first painting frame which deschedules the actual paint task. What is the expected output? What do you see instead? We don't even show favicons on Android until you go to the tab list. We should not be doing favicon work during the first couple frames. In the screenshot the first favicon decode delays the first raster task from starting. The second favicon decode prevents the second frame from starting.

Do the favicons even go through Blink? Is this ultimately a content bug?
