Issue descriptionChrome version :50.0.2661.1 b4974294a0e1e9b90ce74e367b4cc842d430b91a-refs/branch-heads/2661@{#1}(32/64 bit) OS : Windows(Win 7 aero enabled),Linux. Url : https://play.google.com/store?hl=en&tab=w8 Steps : 1. Launch Chrome and go to above url. 2. Now click on 'settings' icon in top RHS of page to open settings overlay. 3. Now zoom in the page to '110%' so as scroll bar is displayed on settings overlay and try to scroll the 'settings' overlay and observe the down arrow icon of scroll bar Actual : Down arrow icon of scroll bar is seen disabled even if the list is scrolled up completely. Expected :Down arrow icon of scroll bar should be seen enabled when the list is scrolled up completely. This is a non regression issue seen from 'M-34' series.(Build : 34.0.1843.3) Note : Issue is not seen on Mac OS and other browsers like Mozilla Firefox.

Div inside gets sized up beyond the size of the parent which causes the scrollbar. Over to the layout team to determine if this is in fact correct or not.
