mouse collection on HID report makes a stylus digitizer not workable

Chrome Version: 46.0.2490.71
Chrome OS Version: 7390.59.1(Official build) stable-channel cyan
Chrome OS Platform: Acer Chromebook R 11

Steps To Reproduce:
1. connect an EMR pen digitizer with USB onto the system
 *With "Mouse" collection on HID report

Expected Result:
An EMR pen digitizer works as a hover-able stylus input device

Actual Result:
It doesn't work

How frequently does this problem reproduce?: Always

What is the impact to the user, and is there a workaround? If so, what is
it?: Delete "Mouse" collection

Although I added this issue, I would like to close it because of our internal matter.
