Steps to reproduce the problem:
1. Setup smartlock
2. reboot machine
3. Login screen attempts to unlock, but system doesn't unlock/login user

What is the expected behavior?
system logsin user

What went wrong?
User wasn't logged in

Did this work before? Yes 2 beta releases ago
