menu bar is hidden in live site video playback at www.ted.com

Issue description

Version: 50.0.2657.0
OS: android

This is NOT a regression caused by spitzer, it repro on both spitzer enabled and disabled. It blocks basic functionality of ted.com video. 
The menu bar in <video> is hidden, tap video does not bring menubar up.
frank@, can you take a look?

What steps will reproduce the problem?
1. navigate to www.ted.com
2. play any video
3. tap video element wish to bring up auto-hidden menu bar

What is the expected output? 
playback menu bar shows up

What do you see instead?
video pause, menu bar flash away
 
i can repro this on M48 too.  on desktop, hovering with the mouse brings up the text "play / pause", but clicking does not pause.  one must use the site-provided buttons that are below the video element to pause.

when i set my linux browser to android mode, i see the same behavior.  they're grabbing clicks and pausing the video.

methinks that ted.com is broken.

Frank, if this is a website design issue, do you know how can we reach out to ted.com to let them know? this site does has different design on safari on iOS. thanks
just tried firefox on android, same behavior as chrome on android.  i do see the firefox bar flash as well during a pause.  i've not seen the ios version.

now that i've tried it again, i see that it does actually resume from the last paused point, so "broken" was an incorrect description.  it's perfectly usable, and could be working as intended.

other than http://www.ted.com/about/our-organization/contact-us , i have no idea how to get in touch with them.  the only real actionable advice that we have at this point is "maybe don't set the 'controls' attribute".
