Add Message when migrating to ext4 crypto |

Issue descriptionWe are migrating user file encryption from ecryptfs to ext4 crypto. For existing users, we are copy files from one directory to the another, and it can takes some time. Also, once the migration is done, it would be easier for me if the user is atomically logged out and has to login again. Could we add - a message that suggest the user to migrate, allow her to refuse if she does not have time. - a spinner/progress bar - a message to indicates re-login is necessary.

Do we have details for the following:
- when to offer the message dialog,
i.e.
when the underlying is ready
how are we going to roll it out,
e.g. 100% to all users or as finch experiement);
- API to trigger the migration
- API to get progress of the migration
- What if bad things happen during migration (e.g. power loss or kernel panic),
how to detect such case and whether it is possible to fix it.
