Issue descriptionSee https://jsbin.com/tojolefele/edit?html,output for an example of the current broken behavior Per spec, it is expected that dialogs create a control group: https://html.spec.whatwg.org/#control-group This would mean that when your focus is inside a dialog, sequential focus navigation (i.e. tabbing) would cycle through the dialog's elements, instead of going back and forth between the rest of the page. Currently modal dialogs (with showModal()) exhibit the desired behavior, but non-modal dialogs fail to do so. I think that is just because modal dialogs make everything else on the page inert. In https://github.com/whatwg/html/issues/2171 we are contemplating removing this requirement from the spec, since Blink does not seem interested in implementing it and neither does Gecko in their upcoming dialog implementation. However, aboxhall@ suggests it would be ideal to implement this (with an additional F6 control for switching between control groups). aboxhall@, do you have any plans to work on this?
