<slot> does nothing inside <select>

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2663.0 Safari/537.36

Steps to reproduce the problem:
1. Create an element with `<option slot="a">` inside,
2. Attach (open) shadow DOM to the element,
3. In shadow DOM create a `<select>` element with `<slot name="a">` inside

What is the expected behavior?
`<option>` should be distributed, and rendered inside `<select>`

What went wrong?
`<option>` is not distributed, and empty `<select>` is rendered

Did this work before? N/A 

Chrome version: 51.0.2663.0  Channel: canary
OS Version: 8.1
Flash Version: Shockwave Flash 21.0 r0
 
As mentioned at https://bugs.chromium.org/p/chromium/issues/detail?id=531990#c64 it blocks 531990
When I change `<select>` to `<div>` it works.
