[Regression]: Details link is seen missing in Error pages

OS: Ubuntu 12.04,14.04,windows

What steps will reproduce the problem?
1. Launch chrome and navigate to any error page[Ex: Type chrome://v in omnibox]
2. Observe for Details link

Expected: On navigating to error page "Details" link should be present

Actual: Instead no link is seen

This is a regression issue broken in M49.

Good Build: 49.0.2621.0 dev
Bad Build: 49.0.2622.0 dev

This is working as intended. We amended the text and move if from under the details to a paragraph under the header.
