Regression: Spacing issue is observed between omnibox and wrench icon

OS: Windows 

What steps will reproduce the problem?
1. Launch chrome, Open NTP and hover on wrench icon 
2. Observe.

Actual: Spacing issue is observed between omnibox and wrench icon.
Expected: Space between omnibox and wrench icon should be proper.

This is regression issue, broken in 'M 51' and will soon update the bisect info

Note: Issue is not seen on Mac OS.

Above issue is working as intended, hence closing the bug.
