Regression: On Error page, page summary is not seen on clicking 'DETAILS' link.

OS: Mac, Windows(Win 7-Aero enabled)

What steps will reproduce the problem?
1) Launch chrome, go to https://youyuf.com/, click on 'DETAILS' link and observe.

On clicking 'DETAILS' link, page summary is not seen.

On clicking 'DETAILS' link, page summary should be seen.

This is a Regression issue broken in M-50, below is the bisect info

Good build: 50.0.2659.0 
Bad build: 50.0.2660.0

Thanks for the report.  This is working as intended. For all network error pages we moved the details text into a succinct paragraph below the heading. Please see bug 518975 for details.

In this instance we have the Diagnose button remain under details. However we intend to remove the details sections and promote the diagnosis button if appropriate.
