Regression:[DevTools] Tooltip is shown wrong on hovering the mouse over element state marker in Elements tab.

Chrome Version       : 51.0.2663.0 (Official Build)
OS Version : Ubuntu 14.04

What steps will reproduce the problem?
1.Launch chrome and open Devtools on any page.
2.Right click the mouse on any element and select any 2 element states.(for ex,active and hover)
3.Now right click the mouse on the same element and uncheck any of the element states.(ex, uncheck the active state)
4.Now hover over the element state marker and observe the tooltip.

What is the expected result?
Tooltip shown should be correct i.e, it should reflect the current element state.

What happens instead?
Tooltip is shown wrong.

This is a regression issue broken in M-46.

This issue is seen on windows also.

Verified the issue on Windows 7, Ubuntu 14.04 and Mac OS 10.11.3 using chrome latest Dev M51-51.0.2687.0, Observed the selected element tooltip is shown while hovering the mouse over the state marker in elements tab. Hence adding TE-Verified label.
