[Devtools] Regression: Highlight of drop down options is not proper in emulation mode.

OS: Ubuntu 12.04,14.04

Pre-condition: Make sure you are in GTK+ Theme

What steps will reproduce the problem?
1. Launch chrome >> Go to settings page >> Hit F12 to open devtools
2. Emulate any device[Ex: Nexus 5X] and open any drop down
3. Now hover on any of drop down options and observe highlight

Expected: Even in emulation mode dropdown highlight should be in orange color when in GTK+ theme

Actual: Instead it is seen in Blue color even though it is in GTK+ Theme

This is a Regression issue broken in M50. Will provide bisect info soon

NOTE:1.Issue is not seen in windows as GTK+ theme is not applicable there.
2. In windows Blue highlight is not as expected and when not in GTK+ theme similar behavior is seen in Linux too.[Please find screenshots]

NOTE: In 50.0.2658.0 dev we can observe orange highlight but in 50.0.2659.0 no dropdown is opened but slight shade of orange highlight of dropdown is seen there hence took it as good build [which got fixed with https://codereview.chromium.org/1735313004 ]

Hence considered good and bad as follows:
Good Build: 50.0.2660.0 dev
Bad Build: 50.0.2661.0 dev

Able to reproduce the issue on Linux Ubuntu 14.04 using chrome version 51.0.2663.0.

This was an intended change - we behave closer to mobile when emulating mobile device.
