Google Drive no longer available in Downloads dialogue

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS armv7l 7956.1.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2657.0 Safari/537.36

Steps to reproduce the problem:
1. Go to a web page that you wish to print.
2. Open the print dialogue.
3. Select Save as PDF
4. Save.

What is the expected behavior?
The dialogue that opens up should show both the Downloads directory on the local filesystem and the Google Drive storage.

What went wrong?
The dialogue now shows only the local Downloads directory and provides no way to save to the Google Drive folder.

Did this work before? Yes In an earlier version of Chrome OS (not sure how many versions ago... 1 or 2?)

Chrome version: 50.0.2657.0  Channel: n/a
OS Version: 7956.1.0
Flash Version: Shockwave Flash 21.0 r0

"Save to Drive", while an alternative to "Save to PDF", is not as powerful -- it doesn't give a way to choose an appropriate directory / name, which is why it is important to be able to save to Drive through this flow.

@fukino - It looks the repro steps are same with  crbug.com/595503 . Can I mark it duplicated? Thanks!
