<q> is not workin with country specific lang like "en-US"

Issue descriptionChrome Version : 48.0.2564.116 m URLs (if applicable) : http://codepen.io/anon/pen/oxNJBb Other browsers tested: yes have tested this issue: Safari: not tested Firefox: On Firefox <q> is worst : <q> is not changing in function of "lang" attrinute. IE: It works as expected. What steps will reproduce the problem? 1. set the language to some code like "en-US" 2. use <q>Test</q> What is the expected result? “test” (this is the result if the language code is "en") What happens instead? "test" (like if the country code is unknown) Please provide any additional information below. Attach a screenshot if possible. Another problem with <q> is that when we copy/paste from a wab page with <q> tag the quotes are not copied (Firefox works as expected, it copy the quotes).

I think this is about implementing the default quote UA stylesheet correctly https://www.w3.org/TR/html5/rendering.html#quotes or our existing one for "en" is written to match exactly, rather than substring.
