build fails with -Duse_system_ssl=1, net::SSLClientSocketNSS::SaveSnapStartInfo()

Issue description

This is on my Gentoo system, chromium-7.0.544.0 with -Duse_system_ssl=1, nss-3.12.8:

I think the solution here is to remove |use_system_ssl| as an option. It's only 125K compiled.
