Update WebM header for MediaStream recordings done in oneshot

Issue description

For recordings that are made without delivering intermediate results we could update the WebM header to contain the right timing information and be seekable.

Renamed component Blink>MediaStreamRecording to Blink>MediaStream>Recording. Moving issues to the new component. 
Because recorded video is not seek-able I would argue it is a bug and not a feature (from the end user perspective). It seems newest firefox has solved this problem: https://bugzilla.mozilla.org/show_bug.cgi?id=969290

This would not work due to requestData() method, that
would allow the user to stop an indefinite recording
and retrieve intermediate results.

 https://crbug.com/642012  is a better attempt to address
the issue of non-seekable recordings (with incorrect duration).
