Cannot create subworkers from within a dedicated web worker

Issue description

According to the Workers spec (, workers should be able to spawn subworkers.

Chromium 6.0.477.0 returns 'Uncaught ReferenceError: Worker is not defined' when trying to create a new Worker object from within a worker [ e.g. var worker = new Worker('worker.js') ].

Bulk moving to mstone 8, at this point work on m7 should effectively be closed.  If something in this bulk edit is not actively being worked on, please change the mstone to m9.

Given our current velocity, we need to punt 500 bugs from m9.  Moving p2 bugs, that are not started and have an owner, to the next milestone.  If this issue absolutely needs to be fixed in the current milestone please move it back, however, at this time the focus should be on p1 bugs.

Just moving this off to Mstone-X so we don't have to kick the can down the road every single release, as we have no current plans to address this until a compelling use case surfaces.
