Implement conic gradients from CSS Image Values Level 4

Issue description

Conic gradients are useful for a number of effects on the Web that cannot be emulated in any other way — see Please consider implementing them.

The predictability program is reviewing the top 50 starred Blink bugs this quarter, and this is #39 on that list.  We’re hoping that for each we can either close it, set an owner and target milestone, or set a NextAction date so that we know when to check back in.

fmalita@ is this still something you're planning on looking into at some point?

As far as I can tell, no other browser has implemented this yet - so it's not (yet) an interop issue.

Blink>CSS has a policy of one component per bug, except in the case of high-level tracking bugs. This sounds like one of those, so adding the Objective label to mark it as such. For clear responsibility, any concrete work towards this Objective should take place against dependent bugs that are filed against one component only. Thanks!

Regarding the checkerboard example at

background:conic-gradient(black 25%, white 0deg 50%, black 0deg 75%, white 0deg);
background-size:256px 256px;

The 25% / 50% / 75% positions aren't accurate, therefore not crisp.

Conic-gradients are now enabled by default (c#22), and should be released in M69.
Should we solve this problem before ship?
 Issue 709330  is a general GPU gradient raster quality issue in Skia (other gradient types also yield blurry edges for hard stops in some cases).  It just happened to be filed against conic gradients but the actual bug is unrelated to conic ( ).
