Cannot add an address properly in the "AutoFill options" dialog box

Issue description

Chrome Version       : 6.0.472.0 (Official Build 53024)


What steps will reproduce the problem?
1.  Launch Chrome 
2.  click Wrench => Options => Personal Stuff => AutoFill options
3.  click on the"Add address..." button
4.  enter data on the "Full name"  or more fields
5.  click on the "Save" button

What is the expected result?

What happens instead?
The address isn't added to the "AutoFill options" dialog box. After trying 5 or 6 times later, the address is added to the "AutoFill options".  
After closing and reopening the browser, the address cannot be added again. 

Please provide any additional information below. Attach a screenshot if
possible.

I've reproduce this. I can save about 1/5 times.

Fixes bug where PersonalDataManager wasn't setting unique_ids_ on
loading from the db, resulting in badness.

TEST=make sure you can add new profiles after exiting out of chrome.
