Implement the `scripting` media feature from Media Queries Level 4

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/42.0.2311.152 Safari/537.36

Steps to reproduce the problem:
1. Open http://output.jsbin.com/comefi/1 in Chrome

What is the expected behavior?
Unless the user has disabled JavaScript, the "enabled" line should be green and the other lines should be red.

What went wrong?
All of the lines are red, indicating that the "scripting" media feature is not recognized/implemented.

Did this work before? No 

Chrome version: 42.0.2311.152  Channel: stable
OS Version: OS X 10.10.3
Flash Version: Shockwave Flash 17.0 r0

Status: Untriaged
Tested on MacBook Air 10.10.3 using chrome stable - 42.0.2311.152 by following steps mentioned below.

1. Navigated to http://output.jsbin.com/comefi/1 
2. Observed all the lines are red

Note- Observed the same behavior in firefox to

Hence it's a feature request marking it as untriaged.
Requesting dev team to look in to it.
