<legend> element doesn't accept display: inline;

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/42.0.2311.90 Safari/537.36

Steps to reproduce the problem:
1. Create a <legend> element with some text.
2. Add an inline element after it, like <span>, with some text.
3. Set <legend> to "display: inline".

What is the expected behavior?
<legend> should become inline, so that the span displays on the same line as <legend> (see behavior in Firefox).

What went wrong?
<legend> does not seem to accept a display value of "inline".

Did this work before? No 

Chrome version: 42.0.2311.90  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 17.0 r0

Able to reproduce this issue on Win7, Stable # 42.0.2311.90, Canary #44.0.2385.0, Mac OS X 10.9.5 & Ubuntu 14.04 Chrome Stable # 42.0.2311.90

Not a regression, issue existing from M18 # 18.0.1000.0

The issue starts off by talking about Chrome's behavior not matching that of Firefox... and then the final behavior that was checked in still does not match Firefox.  Further, the behavior that was implemented is a clear violation of the HTML spec at https://html.spec.whatwg.org/multipage/rendering.html#rendered-legend
