document.execCommand('cut') doesn't work on text area's

Issue description

Version: 44.0.2367.0 (Official Build) canary (64-bit)
OS: OS X

What steps will reproduce the problem?
1. Visit http://jsbin.com/taliso/45/edit
2. Select some text in the textarea
3. Click the cut text area button

What is the expected output? What do you see instead?
The page should cut the text from the text area. Instead nothing happens. I get the cut command to work if I programmatically call select on the text area, but I can't get this to work for manual selection.

If this a bug in the platform, my implementation or simply a feature which isn't supported by the API?
