`outline: 0` makes cursor not be displayed on focus

Issue description

Chrome Version       : 41.0.2272.76
OS Version: OS X 10.10.2
URLs (if applicable) : https://jsfiddle.net/f8utvj06/2/
Other browsers tested: Safari, Firefox
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 8.0.3: FAIL
  Firefox: OK
     IE 11: OK

What steps will reproduce the problem?
1. Open https://jsfiddle.net/f8utvj06/2/ in Chrome
2. Double-click on the 2nd input field
3. Observe that the field now has a blinking I-bar text cursor within it
4. Double-click on the 1st input field

What is the expected result?
It should get a blinking I-bar text cursor within it, just like the other input did.

What happens instead of that?
No cursor is displayed within the input. However, if you press a letter on your keyboard, the cursor will then start displaying, and if you delete the letter you just typed, the cursor will continue to display.

Seems like this happens so long as any outline style is added for :focus.
e.g. `#input1:focus { outline: 5px solid red; }` also suffers from initial lack of a cursor.

cvrebert@ : Thanks for the issue. Able to reproduce the issue on Win 7 using M 41.0.2272.89, working on the bisect will update the info soon.

Could reproduce this issue across all platforms from M 18.0.1000.0 including stable (41.0.2272.89),dev(43.0.2327.5) and canary(43.0.2328.0) builds by following steps mentioned below.

1.Tried to open URL-https://jsfiddle.net/f8utvj06/2/ 
2.Double clicked on the first input field no cursor displayed but able to type
3.Double clicked on the second input field cursor displayed and able to type
