Problem with table cell border with colspan set

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/39.0.2171.71 Safari/537.36

Can you please provide the steps to reproduce with sample HTML file.
so that we can traige further.

Able to repro this issue on Windows7 using: 41.0.2235.0 canary and 39.0.2171.71 stable. 

This is non-regression issue, observed the behavior from M28.

It's an old issues with how we model collapsing borders. See the bug being duplicated against for more info.
