Implement Push API and Notifications in WebView

Issue description

The Push and Notifications APIs will initially not be supported in WebView, as they require an entry point to wake up the Service Workers, but in a WebView the browser cannot start itself, instead it only starts when the embedding app embeds a WebView.

Explore ways of getting round this.

FYI, regarding Notifications API support in webview there is a one-pager with a link to the design doc at the bottom.

There is an early prototype for this feature, which requires a couple of modifications to the android N webview apis and the implementation of the relevant classes in chromium.

What is the status of this issue?
No update, sorry. This will still require Android API changes and thus can only be implemented in a new Android release, and we haven't yet done so.
 Issue 827955  has been merged into this issue.
