clicking above number input's increment button displays click of decrement button

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_9_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/37.0.2062.124 Safari/537.36

Steps to reproduce the problem:
1. Open the demo JS Fiddle in Chrome.
2. Move the cursor so it's horizontally aligned with the increment/decrement buttons of the input[type="number"]
2. While clicking repeatedly, move the cursor up and down while maintaining horizontal alignment with the increment and decrement buttons.

What is the expected behavior?
When clicking just slightly above the increment button, either nothing should happen or the cursor/focus should move to the text field of the input[type="number"].

What went wrong?
When clicking just slightly above the increment button, the decrement button will flash as if it's getting clicked, even though it isn't (and the input's value doesn't change).

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? N/A 

Chrome version: 37.0.2062.124  Channel: stable
OS Version: OS X 10.9.5
Flash Version: Shockwave Flash 15.0 r0

Have not tested what happens on platforms other than Mac OS X 10.9.5.

I can reproduce this in Chrome 38.0.2125.77 beta on OS X 10.9.5.
Unable to reproduce in Version 37.0.2062.124 m on Windows 7 (Version	 6.1.7601 Service Pack 1 Build 7601) though.

Verified on Mac and its reproducible in latest Stable M 38.0.2125.104 and latest Canary M 40.0.2189.0 versions.
Its a non-regression issue from M 28.0.1455.0.
Not reproducible in Win and Linux.
