[Fetch API] make it available on window.fetch

Issue description

There's a small concern around clobbering references to elements such as <div id="fetch"></div>.

pfar@ did a scan of our index and instances of id=fetch were low-to-insignificant, but we don't know how many of those pages are relying on window.fetch to point to that element.

It'd be great to get this in beta and monitor it.
