keyboard events created with DOM have keyCode and charCode of 0; thus they aren't handled correctly internally

Calling initKeyboardEvent with a keyIdentifier other than tab doesn't seem to work. 

Test case confirms it on HEAD Blink.

* STEPS TO REPRODUCE
1. open attached test case
2. press the various buttons in the test case.  the buttons should make the indicated key event happen in the text area. 

* RESULTS
currently none of these work, except for the Tab key.

This bug is actually irrelevant because this behaviour actually is prevented according to the UI Events specification. When we goto implement 520519 it will definitely be prevented even for Tab.
