Issue 31901: Main window border width doesn't honor personalization settings

Issue description

Add OK or FAIL after other browsers where you have tested this issue:
Safari 4:
  Firefox 3.x: OK
IE 7:
         IE 8: OK

What steps will reproduce the problem?
1. In control panel goto Control Panel\All Control Panel 
Items\Personalization\Window Color and Appearance
2. Select "Advanced appearance settings..."
3. Select "Active Window Border"
4. Bump up Size: from 1 to 5.

What is the expected result?
Border of main chrome window should be 4 "pixels" wider.

What happens instead?
Border of main chrome window is still very narrow 1 "pixel" setting.

In the screenshot you can see a normal window in the foreground with a fat 
border. The green border of the chrome window is still narrow. This in 
accessibility problem.

I think that is because the frame is not drawed by Windows, instead it's drawed by 
chrome itself. Correct me if I'm wrong.

Maybe we could CC Ben or Glen here.
