Issue 318616: New scrollbar lacks up/down arrows

Issue description

Version: 32.0.1700.6 (Official Build 233388) beta-m Aura
OS: Windows 7 64-bit

What steps will reproduce the problem?
1. Visit a long webpage with a scrollbar.
2. Look for up/down arrows on scrollbar.

What is the expected output? What do you see instead?
I expect something like the native scroll bar, with clickable up/down arrows.  Instead, there are no arrows; Screenshot attached.

I don't personally use them, but I could see their sudden absence confusing my mom.  Plus, programs should follow native UI conventions as a rule.

Please use labels and text to provide additional information.
I checked the latest continuous build just in case, but they are also missing there.  Chrome 33.0.1708.0 (Developer Build 234714).

I've also noticed this. Windows 7 SP1 x64. Sometimes a page is so long the scrollbar is under a CM long, and dragging the scrollbar is not feasible.

Once again, Chromium has eliminated very useful functionality for no apparent reason. Just like with vertical/side tabs.
