Issue 310386: Buzzing sound on right channel while playing audio/video files from browser

Issue description

Chrome Version: 32.0.1678.0
Chrome OS Version: 4856.0.0
Chrome OS Platform: Stout, link, two more
Network info: WiFi

Please specify Cr-audio of the system to which this bug/feature applies (add the label below).

Steps To Reproduce:
1. Start playing local mp3 audio and mp4 video files in browser
2. Observe buzzing sound from right channel


Expected Result:
No audio corruption
 
Actual Result:
Observed buzzing sound from right channel

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
hard to reproduce. But observed 4 to 5 times on different devices while playing audio or video file from web and local. 

What is the impact to the user, and is there a workaround? If so, what is
it?
annoying to listen 

Please provide any additional information below. Attach a screen shot or
log if possible.
It is also observed while playing pandora music.
Logs will be added in next comment from stout.

Issue is seen on other 64 bit device twice but I couldn't reproduce with same steps afterward.
Steps to repro:
- Play Flash youtube video in one tab
- Play Netflix video in 2nd tab
--> Buzzing sound was quite loud over the the video sound.

I generally see this when I have pandora open and I get an IM through the hangouts extension.  After hitting it several times, I eventually lost all audio.

This is really just right channel?

Headphones an speakers?  Does plugging headphones fix it?

kris, if you've still got that system running, can you pull the minidump from /var/spool/crash and attach it? (Even better if you have a core file in there).

- Yes just the right channel, its easy to tell with headphones on. :)
- It does go away after about 30 seconds.
- I haven't checked to see if the headphones fix it, I will.
- /var/spool/crash is empty, I checked the crash server and it doesn't have anything from today's build.  Client ID: EF3A46BA5CC901D29E3B6D0E32D41790

@comment5 Disconnect and reconnecting headphones does not fix the problem.  And yes when I switch from headphones to external speakers the buzzing remains in only the right channel.

I've been hitting the buzzing quite often on Peppy with both Bluetooth headphones and onboard speakers while playing music from GooglePlay or Youtube.  Seems related to events such as incoming hangout message or opening new tabs, but no clear repro.

Observed this issue once on R31(31.0.1650.41/4731.46.0) alex device while playing local video and audio together in media player and audio player.

on 4856.0.0 you can consistently reproduce this issue by starting hangout join party.

This was caused by resampler changes.  I've posted reverts that should get it back to previous performance.

Revert "Speex: Add a patch to improve resampler performance."

This optimization causes occasional, loud distortion at startup of the
resampler.  This distortions lasts for up to 30 seconds, and is only
in the right channel.

Speex: Fix SSE optimized inner product function.

The original implementation assumes the filter length is multiples of 8,
but it is only multiples of 4.

I have almost the same issue but on two channels (left and right):

Chrome Version: 49.0.2593.0 dev (64-bit)
OS: Linux Mint 17.2 XFCE

Playing any sound gets a background buzzing sound.
