Implement :nth-child(an+b of S) and :nth-last-child(an+b of S) pseudo-classes

Project Member Reported by, Oct 4 2013

Issue description

Note that the spec has been revised. nth-match() has been folded into :nth-child(), and :nth-last-match() has been folded into :nth-last-child.

The new syntax uses an optional "of" followed by a selector:

:nth-child(An+B [of sel]? )

Please rename this ticket or close this and I can file a new one?
